A powerful explosion caused extensive damage to government buildings in the Norwegian capital Oslo. At least two people have reportedly been killed by the blast and 15 have been injured.

Rescue teams, hampered by fires, are still searching the damaged buildings in the hopes of finding people who may still be trapped inside

So far no person or group has claimed responsibility for the attack, but local news reports described a lone gunman, who fired several shots at a Labor Party youth meeting near Oslo shortly after the explosion. It’s so far unclear whether the two events are related.

Oslo, Oslo Terrorists

In an overview of his first six months on the job, Ohio Bureau of Workers’ Compensation Administrator/CEO Stephen Buehrer said he has identified three primary areas improvement: reducing medical and indemnity costs that are outpacing national averages; reducing recent increases in the time it takes workers to return to work; and reducing the total length of time spent paying claims, in which Ohio ranks worst in the nation.

To address the root cause of these issues, Buehrer has established five workgroups on Triaging Claims, Medical Management, Drug Utilization, Vocational Rehabilitation and Settlements.

In addition to identifying areas for improvement, Buehrer listed several other accomplishments:

  • Saving Ohio employers $65 Million in premiums by reducing average base rates for private employers by 4 percent;
  • Saving an additional $80 million by reducing the BWC budget by 12 percent over the last biennium;
  • Expanding the safety council rebate program, allowing group-rated employers to receive a 2 percent discount for demonstrating improvements to employee safety;
  • Establishing a one-time forgiveness program that waives penalties and interests for first-time offenders of lapsed premium; and
  • Emphasizing fraud detection, prevention and prosecution, among businesses, providers and injured workers, and securing 43 indictments and 42 convictions over the last six months.

While pleased with the progress made so far, Buehrer acknowledged that the next six months will provide more opportunities to improve the workers’ comp system. Muc

Getting into a multi-car crash can be even more traumatic than getting into a regular accident. In such times, it can be difficult to remember what kind of information you should be getting. In this sort of situation, you want to get the insurance information from everyone involved. Even if they didn’t hit your car, get their info. It isn’t up to you to decide who was at fault. In fact, it isn’t even the police officer’s decision. The insurance companies will take the evidence under advisement and decide who was at fault and how each company is going to have to cover the costs.

Ive written about my experiences while traveling before, and Ive seen some pretty disturbing things in the past. But none of that prepared me for the things I experienced on Saturday as I made the 750 trek from Florida to home. Admittedly, I probably shouldnt have made the whole trip in one shot, seeing as how I was the only one driving. Much further, and I would have been a frazzled, nervous wreck before I reached my destination.

It wasnt the amount of road I traversed that had my mood shifting to a dark place, but rather, what happened on the road. I should start by saying that my experiences have led to a rededication to the basics of defensive driving, and Ill be writing about that topic extensively during this week.
